False Creek Bridge “In A Dangerous State” – April 13, 1896

The City Engineer reported the bridge across False Creek was “in a dangerous state”. The Board of Works received permission to have the “old shack” near the entrance to [Stanley] Park torn down. Two By-Laws were drafted – to bonus a steamer between Chilliwack and Vancouver, and to convey to the C. P. R. a parcel of land in front of the Sugar Refinery. Arrangements were made for the electors to vote on these By-Laws.

Vancouver April 13th 1896

The Council met on Monday April 13th 1896.
Present – His Worship, the Mayor and Aldermen Shaw, Painter, Schon, Banfield, McPhaiden, Clandenning, Brown, MacDonald, Bethune and Coldwell.

The Minutes of last meetings were read and adopted.

Communications

From M. D. McLennan asking if he would not be permitted to run his boat between Chilliwack and Vancouver pending the passage of the By-Law.
Laid over for motions.

From the Deputy Attorney General enclosing a copy of the Coroner’s Jury Verdict in the death by drowning of P. J. Wilcox.
Referred to the Board of Works and City Engineer

From O. Plunkett etal asking for permission to construct a boulevard on Pender Street in front of lots 11 to 14 Block 29. D.L. 185.
Referred to the Board of Works.

From Wm Skene Secretary of the Board of Trade sending copies of Report for the Mayor, and Aldermen. Laid over for motions

From the Chief of Police furnishing weekly report on electric lights. Filed

From Messrs Wilson & Campbell, Barristers etc asking the City to pay the £9.10s lost by one W.J. Kirkwood.

Water and Market Committee

The Water and Market Committee met on Wednesday April 8th 1896.
Present – Aldermen Brown, Painter, Clandenning and Bethune

It was resolved that the Chairman and Market Clerk be appointed a Committee to purchase two pair of scales and a truck for the Market.

It was resolved that the telephone at the Market will be taken over by the City and that the Market Clerk charge tenants for the use of the same.

Resolved that the testing plant and plank belonging to D.K. Campbell be purchased for $35.00

It was resolved to purchase the samples of brass goods sent with tenders from Messrs Coldwell Bros.

A deputation waited upon the Committee asking to have a License charged for peddling

The Committee assured the deputation that they would do everything in their power to mrry their wishes.

The Light & Railway and Tramway Committee met on Monday April 13th 1896.
Present – the full Board.

The following account was recommended for payment:-

Con Ry & L. Co. Lights $1670.40

Resolved that the Contract between the Consolidated Railway and Light Co. and the City dated April 30th 1895 relating to the laying of a double track on Hastings Street between Carrall and Cambie Streets and the payment for same be amended by deducting the sum of $244.28 charged for ties which were neither supplied nor paid for by the City.

Moved by Alderman Coldwell that four additional lights be placed in the lanes making 204 lights in all and that the plan submitted shewing the location of the additional lights be approved.

Resolved that he be informed that the Council will do everything in their power to assist him in the matter.

Resolved that the City Solicitor be instructed to write to Mason & Co and ask them to apologize for the language used towards the License Inspector in a communication dated the 7th of April which was read before Council and if they refuse to tender such apology that he take legal proceedings against them.

Resolved that the paper sent to the Mayor’s office be discontinued also one in the Engineer’s office and one in the Treasurer’s office and that the balance be paid in advance.

From J. A. Coldwell giving the Board permission to have the old shack at the foot of Georgia Street near the entrance to the Park grounds removed.
Referred to the Engineer for attention.

From Geo Martin C.M.C. South Vancouver asking that Ontario Street be opened up to the City Limits.
Laid over for one week pending the estimates.

The Engineer called the attention of the Board to the dangerous state of the bridge across False Creek.
Resolved that the Engineer carefully examine same and prepare specifications for repairs and present same at the next meeting of the Board.

That the parties who were ordered by the City Council to fill in certain lots South of Dupont Street be also requested to fill in the lane South of said lots at the same time and that the City pay its proportion of the cost as the lane is in proportion to the lots filled in, the work to be done under the direction of the City Engineer.
