Thee debate was fierce over the Police Committee’s recommendation that the police force forcibly demolish private shacks and cabins to ensure the City’s jurisdiction over the area. Alderman Scoullar Franklin and Odlum objected to the idea; the rest found them “unsightly”. The City Solicitor gave his opinion that the City would not be held liable for the cost of any shacks torn down.

Sub Committee on Fire Hall
Your committee on Fire Hall report as follows:
After making all possible inquiries they would recommend that site on Mount Pleasant corner of 7th and Westminster Avenue with a frontage of 88ft and depth of 120 feet be purchased at a cost of $3500.00 and that a wood building be built on the rear end suitable for present requirements and reserving the front for a permanent building in the future.
Also that site on Oppenheimer Street corner of lane between Westminster and Gore Avenue size of some 50×120 ft be purchased at a cost of $3200.00 and that a permanent brick building be erected thereon suitable to the requirements of the department;they would also recommend that on the completion of the New Fire Hall the building and site on Water Street be Sold and from information received the Committee are of opinion that the City would get 2 good fire halls and funds in hand from the proceeds of Sale of No one fire hall

1 That D.Oppenheimer be asked to furnish plans showing exactly the connections, extensions

2. That Alex McDonald be granted 3 months leave ob absence subject to the approval of the substitute he puts in his place.
3. That the City Solicitor be requested to prepare at the earliest possible date a penal clause for insertion in future City Contracts to insure the enforcement of the present clause stating that nine hours shall constitute a day’s work.
4. That tenders be called for the following work:-
Melville St. 6 ft sidewalk, one block
Alberni St. grading Nicola to Bute
Nelson St. 6 ft sidewalk Granville to Homer
Richards St. 6 ft sidewalk (west side) Robson to Smythe

Report of the Jockey Club Committee
The Jockey Club Committee met on Thursday April 21, 1892.
Present His Worship, the Mayor, and Aldermen Connon, Franklin & Gavin, and Mssrs. Geo Black, Wm Cargill and Michael Wilkinson.
It was recommended:-
1. That $2750.00 of the amount paid out for clearing the East End Park be charged to the account of the British Columbia Jockey Club.
A draft form of agreement between the City and the club was submitted and after consideration and amendment, it was referred to the Council for adoption.

2. That Mr. Wince be notified that unless he delivers the hose wagon by the end of the month it will not be accepted and the order will be cancelled.

That the request of the 12 parties on Barnard Street to have the water for 50 cts each per month amounting to $6.00 payable monthly in advance be granted as a temporary arrangement way to see that the City’s interests are protected of other parties use the water, the old pipe to be the property of the City.
4. That the Vancouver Wire Mattrass [sic[ Co be grated a water motor but that they be informed that free water can not be given.
5. That M.M. Curry and others be informed that a light cannot be placed on Eveligh Street at present.
6. That the communication from Geo. E. Magee be referred to the City Engineer with power to act.
7. That 1400 feet of 1/2 x 5 lb lead pipe be purchased from Creamer & Langley, at $5.60 for 100 lbs.
8. That tenders be invited for furnishing 1000 set of cocks.
9. That the pipe line road running through the park be put in proper condition by day labor.
10. That Cornelius Spice be appointed Driver for the fire department at a Salary of $55 a month and that S. F. Calkins be appointed hoseman, at $45.00 per month, engagement to date from May first.
