This is Hastings Street East of Columbia Avenue. Many of the old wooden buildings have vanished. The barber poles and the bicycle racks and the old wooden sidewalks, with an occasional nail, kept us from going to sleep as we did our shopping. Timms Photo

Local merchants Scott & Devlin asked permission to erect a small moveable stand for putting away bicycles at edge of curb opposite 303 Hastings Street. Permission granted as an experiment for six months.

Vancouver April 26th 1897

The Council met on Monday April 26th 1897.

Present: His Worship the Mayor, and Aldermen Shaw, Painter, Neelands, McQueen, McPhaiden, Brown, W.S. MacDonald, and D.G. McDonald.

The Minutes of last meeting were read, and adopted.

Communications

From G.W. Henry, Manager of the B.C. Fruit Exchange stating that it had not been yet decided to store their produce at the Market.

Filed.

From the Chief of Police reporting on the electric lights.

Filed.

From the Office Specialty Mfg. Co. sending Catalogue of metallic work in Vault fixings.

Filed for reference.

From R. Minaty asking permission to erect a bicycle stand in front of the Louvre Saloon.

Referred to the Board of Works.

From J. Mason & Co. asking that a large hole be filled in, in rear of 512 Seymour St.

Referred to the B of Works.

The Finance Committee met on Friday April 23rd 1897.

Present: Aldermen McQueen, Clandenning, Brown and McDonald.

A Communication was received from S.H. Brown etal asking the City to purchase the slip at the foot of Abbott Street.

Resolved that the City Solicitor be instructed to appeal from the Judgment of the County Court Judge, in the case against the Chinese convicted under the unlawful games act.

Light Railway & Tramway Committee

The Light Railway & Tramway Committee met on Friday April 23rd 1897.

Present: Aldermen Shaw, Clandenning,, McQueen, Brown and D.G. McDonald.

Moved by Alderman McQueen.

That the new street lights be put in where decided upon.

Lost.

A Communication was received from a large number of citizens requesting the Council to ask the street railway co to construct a street railway from Georgia St. Bridge, thence along Georgia to Pender, thence on Pender to Burrard, thence on Burrard to Hastings, thence on Hastings to Granville St.:

Mr. Buntzen, Business Manager of the railway was present to represent the Company. He said they would be willing to build the road and would in a probability make a formal application.

Board of Works

The Board of Works met on the 22nd April 1897.

Present: Alderman Painter (in the Chair) and Aldermen McPhaiden, Neelands, W.S. MacDonald and D.G. McDonald.

Communications

From A.B. Diplock & Co. etal asking for a new single dressed walk on the west-side of Granville Street.

Laid over.

From Scott & Devlin asking permission to erect a small moveable stand for put away bicycles at edge of curb opposite 303 Hastings Street.

Permission granted only as an experiment for six months.

From C. Woodward and others asking that the proposed new sidewalk on east-side of Westminster Avenue be made 12 ft. wide instead of 10 ft. as intended.

Request granted.

Resolved that the Chain gang be instructed to grade a roadway on 4th Av. west, two blocks west of South Granville Street to be taken in turn when they next ‘get’ in Ward One.

From A.E.E. Clark re crushed rock contract.

The whole matter was referred to the Engineer and City Solicitor conjointly.

The plans for a Chinese Opera House submitted by Lee Deen and also those for a frame building to be erected on Lot 25, Block 14

D.L. 196 at south-side of Dupont Street were both referred to the City Engineer and Health Inspector.

Resolved that the City Solicitor draw up the necessary petition for the property owners to sign in reference to the opening of lanes in Blocks 100 and 104. D.L. 196 and also Block 49. D.L. 184.

The Health Committee met on Wednesday April 21st, 1897.

From E.M. McDonough offering a sewing machine to the board for $37.50

From the Health Inspector reporting Block 100 D.L. 196, as being in an unsanitary condition on account of there being no lane in said Block.

From Lee Deen etal submitting plans and specifications of a proposed Chinese Theatre on Dupont Street.

Referred to the Board of Works.

Resolved that tenders be called for clearing five acres of the Cemetery grounds. Such tenders to be received up to Wednesday May 3rd at 4 P.M.

The By-Law was accordingly read a second time.

That the Council go into Committee of the Whole for its’ consideration.

Carried.

Alderman Neelands was appointed Chairman.

In Committee the By-Law was considered clause by clause and reported to Council as complete without amendment.

The Rules were again suspended and the By-Law read a 3rd time on motion of Alderman McQueen.
