William Cowderoy and H. M. Henderson were both promoted in the City Accountants’ office upon the resignation of C. M. Tetley. William Ralph retained the contract for the Market roof, in spite of objections in favour of Mr. Desrosier. Council ‘did not see its way clear” to offer the sum asked by Miss Kendall to buy her rock crushing equipment.

The Council met on Monday August 3rd 1896.
Present. His Worship the Mayor and Aldermen Painter, Banfield, Schon, McPhaiden, Clandenning, Brown, MacDonald, Bethune and Coldwell.
The Minutes of last meeting were read and adopted.
Communications
From the Trades and Labor Council again urging the Council to devote the $2000 saved on the Carnival grant for clearing a Park. Also calling attention to the insanitary condition of Bake Shops.
Referred to the Board of Works & Health.
From the Park Commissioners asking what powers they had to prevent advertisements being posted in the Park.

From the Department of Railways and Canals acknowledging receipt of resolution re canal from Fraser River to Burrard Inlet.

The Board of Works met on the 30th of July.

From the City Engineer reporting on the terms of payment that Miss Kendall would expect in the event of the City purchasing the rock crusher & etc offered.
Resolved that Miss Kendall be informed that this Board cannot see its way at present to recommend the purchase of the property offered at the price named.
From A. E. Beck, asking for sewerage extension.
Laid over as there are no funds for the purpose.
From the City Solicitor stating that Messrs Ritchie and Atkins have no claim for damages against the City.
Resolved that they be notified to this effect.
From Foreman of Ward 5 reporting on work requiring attention.
Resolved that he be notified to attend to it.
From the City Solicitor in reference to the proposed filling in at lane back of Dupont Street.
Resolved that the City Engineer prepare a plan of the lane South of Dupont Street in Blocks 14 and 15, Sub 196 for the purposes of registration and when prepared that the consent of the Government and owners of adjacent lots be obtained by the City Clerk and when obtained that the plan be registered. In the meantime the work of filling to be held over.

Resolved that Mr Griffith be notified that unless he complies with the By-Law in regard to construction of fire escapes to the Dunn Hall that it will be closed to the public until such work is done. As for the license, it will be taken into consideration later on by the Council.
Resolved that Wm Cowderoy be promoted to the position of Accountant vacated by C. Tetley, and that H. M. Henderson be promoted to the position now occupied by Wm Cowderoy.
Be it further resolved that the salary of Wm Cowderoy be raised to $85 per month and H. M. Henderson to $65 per month, both increases to date from the 6th of August 1896.
