Jockey Club’s 10 Per Cent to Improve Grounds – August 9, 1897

10 per cent of proceeds from the Jockey Club’s Fall Meet need not be paid to the City if it is used instead to improve the grounds. $500 was voted toward the Salvation Army for food and shelter. R. Casselman complained that fishermen were dumping rotten salmon on the beach near the lime kilns.

The Council met on Monday August 9th, 1897.

Present: His Worship the Mayor and Aldermen Painter, Townley, Neelands, McQueen, Clandenning, Brown, W.S. MacDonald and D.G. McDonald.

The minutes of last meeting were read and adopted.

Communications

From the Chief of Police reporting on the electric lights.
Filed.

From Henry Benjamin asking that the water carts be put on to sprinkle the streets.
Referred to the Board of Works.

From E.H. Fletcher, Hon. Secretary of the British Columbia Rifle Association stating that the Vancouver Challenge Cup was presented to gunner G. Turnbull of No.4 Company 5th Regiment. C.A. New Westminster.

From John Oben complaining about the residents on the Park Road being without water and sidewalks.
Referred to the Water Committee & Board of Works.

Resolved that his application be filed.

Alderman W.S. MacDonald moved an amendment that McCaskill’s capabilities be enquired into which was lost.

From the Health Inspector furnishing Report and asking to be furnished with 100 copies of the Cow Byre By-Law.
Resolved that his request be granted.

Resolved that tenders be called for plumbing the new addition to the City Hospital and tenders to be received up to the 18th inst. at 4 P.M.

From J.D. Hall, Treasurer of the 1st of July Celebration Committee furnishing statement of receipts and expenditures.

A deputation from the Vancouver Jockey Club waited upon the Committee and requested that they be allowed to retain the 10 percent on receipts of their Fall Meet on condition that it be used for making necessary improvements on the grounds.

Resolved that the Vancouver Jockey Club be not required to pay to the City the 10 percent on the receipts of their Fall Meet if the money be expended on improvements to be made to the satisfaction of the City Engineer.

Consideration of By-Laws

Seconded by Alderman Painter,
That the By-Law to grant $500.00 towards the Food and Shelter Home of the Salvation Army be reconsidered and finally passed and be signed by the Mayor and City Clerk and the Corporate Seal affixed thereto.
Carried.

Seconded by Alderman W.S. MacDonald,
That the Rules be suspended to allow of the Second reading of the By-Law to amend By-Law no. 32.
Carried.

The By-Law was accordingly read a second time.

That the Council go into Committee of the Whole for its consideration.
Carried.

Alderman Neelands was appointed Chairman.

In Committee the By-Law was read over clause by clause and reported to Council as complete.

The Rules were again suspended and the By-Law read a 3rd time on motion of Alderman Neelands, Seconded by Alderman W.S. MacDonald.
