Vancouver & North Vancouver co-operate to build a road along Capilano water works pipeline – August 29, 1892

The sum of $10,000 was placed in the School Board’s bank account. The City of Vancouver and the Municipality of North Vancouver will cooperate in building a road beside the Capilano Creek pipeline. The Finance Committee recommended W. B. Fisher be paid $60.00 for clerical work.

The Council met on Monday August 29th 1892.
Present His Worship the Mayor and Aldermen Anderson, Connon, Collins, Scoullar, McGuigan McCraney, Odlum, Franklin, Mills + Gavin.
The Minutes of last meeting were read and adopted.

The following communications were received and read:-

From C. Cawker rendering an account for street sprinkler.
Referred to the Board of Works.

From Marvin Swartz in reference to the sale of the Northern Pacific Railway Bonus Bonds.
Referred to the Finance Committee

From the Secretary of the School Board asking for a grant of $10,000

That the sum of $10,000 be placed to the credit of the School Board in the Bank of Montreal.

From C. J. Mayne in reference to a box drain on Princess Street.
Referred to the Board of Works

From Wm. Farrell stating that he was willing to clear his lots if the City would clear the streets and lanes.
Referred to the Board of Works.

From James Mather etal asking for a street light on the corner of Richards + Smythe Streets.
Referred to the F. W + L. Committee

From Mrs. E. Davie asking for compensation for the destruction of goods.
Referred to the Health Committee.

From A. M. Beattie asking permission to erect a shed on the Market Grounds.
Referred to the Police Committee with power to act.

The following Reports were received and read:-

Board of Works

The Board of Works met on Friday August 26th at 2 p. m.
Present Aldermen McCraney, Gavin, Franklin and Scoullar.
It was recommended:-
1 That J. T. Abray of the Cosmopolitan Hotel be informed that the Sewer he complains of will be repaired.

2 That the City Engineer and the City Solicitor be instructed to prepare an agreement conjointly which will be satisfactory to the Corporation of Vancouver and the Municipality of North Vancouver regarding the construction of the road along the pipe line on Capilano Creek.

3 That the owners of Lots 11. 12. 13. 14 + 15 in Block 55 264 A be notified to cut down the standing trees on said lots as soon as possible.

4 That 7th Av in front to the Alexandra Hospital be repaired by day work at that and that the chain gang open up a road way at the back of the building.

5 That McQuarrie + co’s deposit on the Sewer contract be returned to him.

6 That Thos. Stephenson be granted the feed for his horse until further notice.

7 That the City Solicitor be requested to prepare an amendment to the street By-Law and the Fire Limit By-Law, the amendment to provide for not more than two feet projections clear of the cornice and the cornice not to project more than six inches beyond that, the construction of the projections, oriel windows etc to be of stone, brick or iron and will only be allowed from the first floor up; and further that the City Solicitor be requested to have the necessary amending clause

drawn up for Monday evenings Council meeting.

8 That the owners of the property at the south east corner of Pender + Seymour Streets be notified to replace the sidewalk hasten up at the time the excavations were be carried out. [sic]

| 2 That the services of J. J. Nickson, the Superintendent of the Water Works be dispensed as the City Engineer is of the opinion that there is no | longer any necessity for the office, and that said J. J. Nickson be paid one moth’s salary in lieu of one moth’s notice.

| 3 That the Chief of the Fire Brigade be granted $35.00 to pay his travelling expenses to Portland to attend a meeting of the Chiefs of the different fire departments on September 6. 7. 8 + 9.

| 4 That the Chief of the Fire Brigade be authorized to purchase a set of wheels and axles for the new hose wagon.

| That C. Spice be transferred from the position of driver to hoseman and that A. Calkins take his place as driver as recommended by the Chief.

The F. W. + L. Committee met on Wednesday August 24th 1892.
Present the full board
It was recommended:-
1 That the Electric Light Company be notified that the electric Lights ordered last year must be placed.

2 That the City Engineer be instructed to examine the water meter used by the C. P. R. Co to ascertain if it is correct.

3 That R. Abbott be informed that the Committee will consider the revision of the water rates at an early date.

4 That R. K. Winters be allowed to connect with the water pipe on Howe Street at his own expense.

5 That A. G. Evans be offered $25.00 for his tools used in the City service, the City retaining the tools.

6 That the following labor account be paid:-

7 That the tender of J. W. McFarland be accepted for supplying 3/8 in lead pipe @ $4.95 per 100 lbs.

8 That the steel pipe now at the Albion Iron Works Victoria be sold to Thos Dunn + co
