Vancouver May 18th 1896

The Council met on Monday May 18th 1896.

Present: His Worship, the Mayor and Aldermen Painter, Banfield, Schou, Clandenning, McPhaiden, Brown, MacDonald, Bethune and Coldwell.
The minutes of last meeting were read and adopted.

Communications

From H. H. Spicer & Co asking for permission to continue burning their mill refuse under proper precautions.
Referred to the Board of Works

From the Chief of Police reporting on the electric lights.
Filed

From the Free Library Board asking for $1000 on account of appropriating.
Referred to the Finance Committee

From A. Campbell Reddie asking how much Sinking Fund was available for investment.
Referred to the Finance Committee

From the Department of Public Works acknowledging receipt of resolution and plan re filling in on False Creek.

From the Mayors of Victoria and Nanaimo inviting the Mayor and Council to take part in their celebrations on the Queen’s Birthday.

From Mackenzie Bros offering to construct and run a steamer between Vancouver and Fraser River points.
The freight for fair lots to be $2.50 delivered at the Market and for smaller lots 15¢ per hundred pounds.
They will make one round trip a week for $150 per month and two for $175.

From Dr. Mills asking the City to donate a sum of money to assist in sending Mrs. McMillan an invalid without means to her friends in the east.

The Light, Railway & Tramway Committee met on Saturday May 16th 1896 at 10 a.m.

Mr. F. S. Barnard representing the Consolidated Railway Co was present.

The contract for lighting the streets of the City was again taken into consideration and finally passed.

The Board of Works met on the 14th of May 1896.
Present: the full Board

Communications

From R. Robinson in reference to extending the sidewalk on Alberni St to Cordero St.
Resolved that if the contractor for Nicola Street sidewalk will put this piece down at the same figure 14¢ per ft that he be given the job otherwise that it be laid by the Ward men.

From R. Robinson, asking that the chain gang clean up the lane back of his premises.
Laid over until the chain gang get through in Ward 5.

From J. Brent etal, asking for grading on 8th Ave west of Cedar St.

Resolved that H. H. Spicer & Co be notified to abate the nuisance and danger from their refuse fires near the Cambie Street bridge as several complaints have been made or else provide some other means of disposing of it.

Resolved that the Engineer be authorized to have the holes in the pavements fixed at last year’s prices; also that the Street Railway Co be notified that the City is about to repair the pavement and that according to their agreement they are required to keep up 8 inches along each side of their rail.

The Committee do not see their way to granting this unless the consumers advance sufficient amount of water rates to purchase the pipe required.

It was resolved to accept McIntyre & Barr’s tender of $32.00 for plumbing the Market.
It was resolved that the City Engineer send advertisements to two eastern papers calling for prices etc of water meters.

From the Chief of Police stating that he had paid over to Officers Butler & Purdy the reward received from the Inland Revenue Department and had warned them of the consequences of it were not paid into the City Treasury.

From the Secretary of the Fire Underwriters asking that the laned be cleaned up and all combustible material removed.
Matter being attended to.

From J. Franks etal Second Hand Dealers stating that the auctioneers were buying and selling second hand goods without paying a license for the privilege.

From Police Constable McLean asking for six weeks leave of absence.
Granted provided a substitute is appointed satisfactory to the Chief of Police.

Notice of Motion

Alderman Clandenning gave notice that at next meeting of Council he would introduce a By Law to authorize the signing of the contract for lighting the City as settled by the Committee and approved by the Council at this meeting.

The Council then adjourned.
