Council Passes Lands to Vancouver Improvement Co., C.P.R. – December 2, 1895

The council passes By-laws authorizing the sale and conveyance of certain lands to the Vancouver Improvement Co., and the Canadian Pacific Railway, and then to fix the time for taking a vote on the above bylaws.

Vancouver December 2nd 1895.

The Council met on Monday December 2nd 1895.

Present – His Worship, the Mayor and Aldermen Shaw, Coupland, Queen, Gallagher, Clandenning, Brown, Sanders, Bethune and McDonald.
The Minutes of last regular and special meetings were read and adopted.

Communications

From John Brenton asking for instructions regarding the Market.
Referred to the F.M. & P. Committee

From John Walker etal asking for the opening up of a lane between 10th and 11th Avs. Mount Pleasant.
Referred to the Board of Works

From the Chief of Police reporting on the electric lights.

From the Coroner asking that an electric light be put in the Jail Yard.
Resolved that a light be put in.

From the Chief of Police, drawing attention to defects in the Opium and Market By-Laws.
Resolved that the City Solicitor be instructed to prepare a new By-Law dealing with the opium question in conformity with the Act.

From Geo Campbell Secretary of the Vancouver Poultry and Pet Stock Association asking for the use of the Market Hall on January 7, 8, 9, & 10, 1896.
Resolved that they be allowed the use of the Market Hall on condition that the City has possession and on condition that they pay for the lights and leaves the hall in as clean as condition as they found it.

From Wm Ward asking that pockets for batons be put in the policemen’s overcoats.
Resolved that this be done.

From the City Clerk drawing attention to the fact that the new policemen had not signed contracts.
Resolved that contracts be prepared for the whole police force and that the clause in the present contracts with the old force allowing them to retain rewards offered for the arrest of runaway sailors of Her Majesty’s Ships be eliminated.

From the City Auditor certifying to the correctness of the Pound Keeper’s Report.

That the City Solicitor be instructed to look after the proposed assessment on the Mackay loan when the matter comes up before the Court of Revision at Kamloops.

That the City Clerk be instructed to advertise for proposals for leasing the market such proposals to be received up to Monday the 9th next at noon.

Consideration of By-Laws

Moved by Alderman Brown,
Seconded by “ Coupland.

That the following By-Laws be read a 2nd time:-

(a) A By-Law to authorize the sale and conveyance of certain lands hereinafter described to the Vancouver Improvement Co.
(b) A By-Law to authorize the conveyance to the Canadian Pacific Railway Co of a certain parcel of land hereinafter described
(c) A By-Law to fix the time etc for taking a vote on the above by-laws.
Carried

The By-Laws were accordingly read a 2nd time.

Seconded by “ Bethune.
That the Council go into Committee of the Whole for the consideration of these three By-Laws. Carried.

The Mayor was appointed Chairman

The first two were read over clause by clause and reported to Council as complete.

The polling by-law was laid over to be considered in Committee of the whole on Monday the 9th next.

Notice of Motion

Alderman Shaw gave notice that at next meeting of the Council he would introduce a By-Law to amend the Fire Limit By-Law.

Alderman Brown gave notice that at next meeting of Council he would introduce a By-Law to amend the Water Works By-Law relating chiefly to the rates.

The Council then adjourned until Tuesday the 3rd next at 10.A.M.
