Vancouver December 16th, 1891
The Council met on Wednesday December 16th 1891.
Present. His Worship the Mayor and Aldermen Carroll, Brighouse, Scoullar, Hobson, Wm Brown, McDowell, Doering and C.L. Brown.

Moved by Alderman McDowell
Seconded by “ Doering
That the Council go into Committee of the Whole for the consideration of the proposition of the Electric Light Co.
Carried

Alderman Scoullar was appointed Chairman.
A communication was read from J. W. Horne Esq. President of the Co.

After due consideration it was moved by Alderman McDowell
Seconded by Alderman C.L. Brown
That the City accept the offer of the Company in accordance with the Company’s offer of the 15th inst for the purchase of their stock, and the securing of their debentures on the following basis:-
For paid up Stock $162,000
“ Bonds 300,000
“ Other expenses etc. not to exceed 15,000
and a sum not to exceed $5,000 for the extension of the arc lights etc; and that a By-Law be introduced at the next meeting of Council covering the above agreement.

Carried

The Council then rose when it was
moved by Alderman McDowell
seconded by Alderman Templeton.
That the motion passed in Committee of the Whole be sanctioned by Council.
Carried
The Council went into Committee of the Whole for the consideration of the liquor license

By-Law with Alderman McDowell in the Chair. The By-Law was read over clause by clause and reported as complete with amendments.

The Council then adjourned.
