Officer McKeown was shown not to have been intoxicated of being intoxicated on the evening of November 9th as accused by T. F. Robinson, nor was he even on duty. All salaries due to be paid Jan 1st will be paid before December 25th.

The Council met on Monday December 19th 1898.
Present His Worship the Mayor and Aldermen Townley, Painter, McQueen, Foreman, McGuigan, McPhaiden, Brown, Foreman, McMorran and Bruce.
The Minutes of the last meeting were read and adopted.

From J. Buntzen General Manager of the B.C. Electric Railway Co. acknowledging receipt of resolution re Davie Street double track and asking if a special Agreement was necessary.

From F. Gourdeau Deputy Minister of Marine and Fisheries asking for a description by meters [?] and bounds of Heatley Avenue prolongation applied for by the City Council.

From O’Brien and Jackson inviting the Mayor and Council to attend the opening of the Savoy Music Hall.

From Chas Whitham of Whonnock B.C. asking the Council to endorse a resolution passed by the Maple Ridge Municipal Council urging the Government to construct a road on the North Side of the Fraser River to connect with existing Vancouver and New Westminster Roads.

Communications
From T. F. Robinson accusing Officer McKeown of being intoxicated on the 9th of November.
Mr. Robinson appeared before the Committee and decided to withdraw the Charge.
Mr. McKeown stated that he was not intoxicated on the date mentioned.
The Chief of Police bore testimony as to the good character of Officer McKeown and stated that he was not on duty at the hour mentioned in Robinson’s charge.
Officer McKeown was exonerated.
From J.R. Linton complaining about ill treatment at the hands of the police.

Water and Market Committee
The Water and Market Committee met on Wednesday December 14th 1898.
Present the full Board
Mr. Wm. Godfrey waited upon the Committee asking for a special rate for the elevator in the B.N.A. building.
The Committee do not see their way to making any reduction in elevator rates at present.
A letter was received from the Fireman’s benefit Association asking for the use of the City Hall for the purpose of holding a Ball on February 10th 1899.
Granted.
From Geo. E. Cates etal asking to have water main extended along Beach Av. for 600 feet West of Granville Street.
Resolved that the above extension be made as soon as pipe can be secured.
From Wm. Godfrey asking for a hydrant on the corner of Nicola and Burnaby Streets.
This hydrant is provided for in the extension.
Resolved that the amount of $12.00 be paid H. McDowell for damage done to his drain on Pender Street provided he release the City from all further claims for damages.

Board of Works
The Board of Works met on December 15th 1898.
Present Aldermen Painter, Neelands, Foreman and McMorran.
Messrs Hartley etal interviewed the Board re the matter of temporary wooden sewer being laid on Beach Avenue objecting to same.
Referred to the City Engineer.
Mr. Turney interviewed the Board re Inspectorship on sewage extension.
Referred to the City Engineer.
J. Smith asked permission to erect a small wooden Structure as a Candy stand on Hastings Street.
Refused being Contrary to the By-Law.
A. E. E. Clark interviewed the Board asking for $500 out of the 10 percent held back on his crushed rock Contract.
Request Granted.
Mr. Thomas Manager of the Gas Works asked the Board to have the stones now obstructing Keefer Street near gas works removed and a sidewalk laid.
He was informed that the owner of the rock had already been notified to remove same. The request re sidewalk was laid over.
Resolved that the City Engineer have 600 feet six inch tile sewer laid on Powell Street to connect with the Columbia Streets Sewer in

order to give E. Calori a chance to connect as per letter of Health Inspector dated 15th Dec. 1898.
Resolved that the B.C. Electric Ry. Co. Ltd. be permitted to lay a double track on Granville Street from Robson to Davie with ground girder rails of a weight not less than 70 lbs. per yard and to a pattern to be approved by the City Engineer.
Resolved also that the B.C. Electric Ry. Co. Ltd. be permitted to extend the double track on Denman Street for which permission has been granted by the Council from Robson St. to Georgia St. so as to connect with the Pender Street System, the same 56 lb. T rail to be used for this portion as for the rest of Denman Street.
