All requests for street improvements on hold – February 10, 1896

All petitions for street improvements were put off until the preparation of the Estimates. Alex MacDonald resigned as Cemetery keeper, while Miss Logan, the housekeeper at the City Hospital was given a raise of $5 per month. The Health Committee wrote to the BC Government for funds for a women’s ward in the hospital.

The Council met on Monday February 10th 1896
Present His Worship, the Mayor and Aldermen Shaw.
Painter, Schou, Banfield, McPhaiden, Clanden-
ning, Brown, MacDonald, Bethune, and
Coldwell.
The minutes of last meetings were read and ad-
opted.

Communications

From the Chief of Police reporting on the electric
lights.

From the Rev. W. W. Baer etal protesting, against the
proposed amendments to the Sunday Closing By-
Law.

Labor Council advocating the payment of Alder-
men.

V. W. Haywood would be willing to accept $400
and costs in full settlement of his suit with the
City and asking for instructions re same.

The Board of Works met on the 6th inst.
Present the full Board.
Mssrs Godfrey and Harley interviewed the Board
in reference to a 6 foot sidewalk on Nicola Street
from Barclay to Burnaby Streets.

From the Secretary of the nationalist Association
re clearing space in Stanley Park for recreation
grounds
Resolved that they be notified that the matter is
under consideration

From J. F. Clark etal re recreation grounds for
Mount Pleasant.

That the City Council be recommended
to call for tenders for a 5 years lease of a 5 acre
block at Mount Pleasant for recreations pur-

From Emma Gold asking to be allowed to put down

All petitions for street improvements were laid
over pending the preparation of the Estimates
the board deciding to take a tour of the City on
Monday next with that object in view.

Alderman Banfield gave notice that at next
meeting of Council he would move the following
resolutions:-

Whereas it is doubtful under the provisions of
Section 141A vancouver Incorporation Amendment
Act 1893 there is power to revisit ? the Sinking Fund
of the City in the purchase of City Debentures
And whereas the Trustees of the Public Schools
of vancouver have requested a sum of money for
the purpose of building additions to the schools
and the Council of the City are about to consider
submitting a By-Law to the ratepayers to author
ize the raising of money for that purpose,
And whereas the reinvestment of the City Sinking
Fund on mortgages of farm lands is not considered
satisfactory owing to the depreciation in value of the
said lands.
Be it therefore resolved that the Lieutenant Governor
in Council be respectfully requested to authorize
the Council of the City of Vancouver to revisit? the
Sinking Fund of the said City in the purchase of de
bentures issued for school purposes.

That tenders be called for the rental with the object
of purchase in 3 or 5 years of Blocks of Ground
of from 3 to 5 acres as recreation grounds in Wards
1. 2. 3. 4 + 5.

The Council then adjourned.
