Letter received from R.D. Pith thanking Council for giving  him an artificial leg.  Condition of city street lights is a problem.  The Vancouver Electric Railway & Light Co. “urged to erect all lights that they had been notified to purchase last year”. $34.70 to be paid to the City of Victoria “for the keep of the leper”.  Oppenheimer Brothers protest against the Standard Oil Co.’s potential oil warehouse on Block 7.196.

The Council met on Monday February 15th 1892.
Present – His Worship the Mayor and Aldermen Anderson, Connon, Collins, McGuigan, McCraney, Odlum, Franklin, Mills, and Gavin.
The minutes of last meeting were read and adopted.

The following communications were received and read :-
From J. M. Lefevre stating that he was unable to furnish a copy of Bill he instead Is presenting to the Legislature regarding certain powers required on Capilano River as it was not yet drafted.

The building to be so constructed that the oil cannot flow from it and that no lights by explosive oils such as naptha benzoline Gasoline or Benzone be stored therein.

3 That the Van Elec Ry & Light Co be communicated with and urged to erect all lights that they had been notified to purchase last year.

4 That application be made to the Indian Department for 10 acres of land on the east side of Capilano River at its mouth to be used for water works purposes.

The communication from Thos H Butler et al re light on Princess Street laid over until estimates are complied.

1 That Thos. H. Condell’s request be granted as petitioned four are provided he conforms to that By-Laws governing the same.
2 that Mr. Jendron be granted permission two put in a bay window on the first floor over his hardware store on Westminster Avenue opposite the Market Hall said bay windows

3 that tenders be called for the plank and the rest lumber required during the year and also for the nails.

4 that the resolution passed by a former council granting 50 cts a foot to private parties for constructing sidewalks be rescinded.

(a) Grading lanes in Blocks 6.7.19.20.21 & 32 in 185 and Blocks 86.90 & 91 in 196.
(b) Grading Lansdowne St from Quebec to Scotia Street;
(c) 6 ft sidewalk on Homer Street from Georgia to Robson.
(d) 6 ft sidewalk on Thurlow St from Seaton to Pendrell
(e) 3 plank sidewalks on 7th Av from the east end of the present sidewalk to the buildings
