A by-election was established for Ward 2 to replace Alderman Scoullar. Plumbing for the hospital addition and 34 new Lawson-Tait hospital beds were ordered for the hospital. All requests for street work to be laid over until estimates can be compiled.

The Minutes of last meeting were read and adopted.

It was recommended:-
1 That funds be provided for the construction of the Market Sheds to allow of C. McRae proceeding with the work.
2 That $1000.00 be placed to the credit of the Park Commissioners to make necessary repairs in Stanley Park.
3 That the Park Commissioners be asked to furnish a detailed plan showing the improvements in Stanley Park.

1 That Dr. Bell-Irving and the chairman of the Board of Health be appointed to go to Darcy Island to ascertain if the Chinaman sent there from Vancouver has the leprosy as doubts have been expressed on the subject.
2 That 34 Lawson-Tait beds be ordered through F. W. Hart for the addition to the City Hospital at the following prices:-
4 for fractures@ $14.50 each

The Committee then arose to report progress and asked leave to sit again.
Introduction of By-Laws.
Alderman Collins introduced a By-Law to fix the polling places etc for holding a Bye. Election in Ward No 2 to fill the vacancy caused by the removal of Alderman Scoullar.
The Rules were suspended and the By-Law read a first and second time.
The Council went into Committee of the Whole on the By-Law with Alderman Anderson in the Chair.
The By-Law was read over clause by clause and reported as complete without amendments.
The By-Law was then read a third time and finally passed.
