Incoming Council will have to provide relief – January 7, 1895

Vancouver City Council for 1894 recommends to incoming Council that a sum be set aside for the Salvation Army’s planned Food and Shelter Home. In the meantime, the number of men employed on the weekly [relief] payroll was to be reduced as soon as possible. Dr. Kendall’s crushed rock account was to be paid if the City Solicitor could confirm that the contract was in order. A number of projects (street levelling, stump removal, etc.) were referred to the officer in charge of the chain gang. Second reading was given to the by-laws for land for the CPR and Street Railways.

The Council met on Monday January 7th 1895.
Present His Worship, the Mayor and Aldermen
Salsbury, Shaw, Queen, Mcdowell, McPhaiden,
McCraney, Wm Brown, C.L. Brown, and Bethune.
The minutes of last meeting were read and
adopted.

Communications.
From J. Clowes asking for 10 per cent rebate on his
taxes.i

From John D. Ronald, Brussels stating that he would
call upon the Mayor, and Council re fire supplies.

From the Salvation Army, asking for a grant from
Council in support of a food and shelter home.
Commander Booth interviewed the Council to press
the claims of the petitions.ii

That after hearing the explanations from
the Commander of the Salvation Army in regard to a
grant for the establishment of a Food and Shelter
Home in this City be it resolved that the incom
ing Council be asked to place a sum in the esti

The Finance Committee met on Friday January 4th 1895. Present Alderman Wm Brown (in the Chair), McPhaiden and Bethune. The following account was recommended for pay ment:

Communications

From the Mayor asking that one of the Aldermen take charge of the reception to General Booth as he would be absent. The Committee decided to meet General Booth on his arrival and present him with an address.

From Hanson Bros. making an offer of $96.50 on the

electric light bonds on condition that they be made payable in Sterling.

From Messrs Davis, Marshall, Macneil, and Abbott asking for an amicable settlement of the Gore Avenue question.

The Board of Works met on January 4th 1895 Present Aldermand McCraney, C. L. Brown, and Wm Brown.

Correspondence From R. Barnes stating that premises in subdivision 196 which are complained of by the Health Inspector are in a perfectly sanitary condition being connected with the sewers etc… Referred to the Health Inspector.

From John Devine on behalf of his clients com plaining of the alterations in the grade of Westminster Avenue opposite lots 5 & 6 Block 3, 200a and requesting that the houses be raised to the proper level. Laid over for a report from the City Engineer

From J. W. Hearne asking what rebate will be allowed for 2 x 3 fir sidewalk laid in front of his new block corner Hastings & Carrall streets

That Mr. Hearne be informed that he cannot be granted any rebate.
From J.W. Hearne asking to have the sidewalk on Hastings Street adjoining his building lowered to the proper level so as to meet the sidewalk he is about to put down. Referred to the Enginer for attention.
From Geo Hunter etal asking that the chain gang be used to Block 34, Sub 185 to grade same. Referred to the officer in charge of the chain gang.
From C. B. Macneill, asking tht the chain gang to work to take out the stumps etc. opposite his premises on Robson Street. Referred to the chain gang for immediate attention
Resolved that the City Engineer see that the number of men on the weekly payroll is reduced as soon as possible.

That the percentage held back from Dr. A. H. Kendall for crushed rock amounting to $2108.96 be passed subject to the certificate of the City Solicitor to the effect that or Kendall’s new contract for rock as been duly signed and executed.

That the weekly payroll amounting to $469.75 be recommended for payment.
