Vancouver July 26th 1886
The Council met on Monday July 26th 1886 at 7.30. P.M. with a full attendance.
The Minutes of last meeting were read and adopted.
The following Applications for the position of Treasurer were read
Jas Hemk, Jas Alexander, John J. Irwin, Geo. R. Robson, C.C. Ralston, Geo. M. Smith, and John Penberthy.
Moved by Alderman Dunn Seconded by Alderman Northcott that the appointment of Treasurer be laid over till next meeting of the Council. Carried.
The following applications were received for Engineer –
William H. McDonald, E.G. Wiswell, Alex W. Campbell, E.T Morris, G.B. Clare, W.J. Taggart, W.P. Daykin and C.H. Rivercomb.
Moved by Alderman Balfour seconded by Alderman Northcott that these applications be referred to the Fire, Water and Light Committee to be brought before the next meeting of Council with recommendation as to the salary that should be attached to this office. Carried.
The following accounts were sent in
John Foley 8.00 for clearing lots referred to Board of Works
E.G. Prior 8.00 pails supplied to corporation F.W. & L Com
W.B. McDongall advertisement referred to Finance
J.M Stewart – Chief of Police sent in Communication regarding keep of City prisoners.
Moved by Alderman Dunn seconded by Alderman Balfour that this Communication be laid on the table till next meeting of the Council.
Henry F. Edwards sent in a petition regarding the removal of trees from street near his property which was referred to the Board of Works.
Acknowledgements of letters sent by the City Clerk to the Provincial Secretary and Commissioner of Lands and Works were read.
The Following is the Report of the Finance Committee:
That this Committee recommend to the Council the purchase of J. and J. Taylor’s safe No. 30 at $495.
We have examined the following accounts and would recommend them to be paid.
S.T. Tilly $79.00 J. Miller $83.75 and F.W. Hart $62.80.
We have received accounts from Mr. J. Miller and F.W. Hart for $15 and $5 respectively for money advanced on City Charter which we have laid over until all similar accounts are in and we recommend that the City Clerk be instructed to Call for all similar accounts and have them ready for consideration at next meeting of Council. On Motion of Alderman L.A. Hamilton, the Council went into committee of the whole with Alderman Dunn as chair on report of Finance Committee.
The Accounts of S.T. Tilly, J. Miller and F.W. Hart were considered and passed.
Moved by Alderman Northcott seconded by Alderman Gardener that this Council Accept the
Report of the Finance Committee regarding the purchase of the Safe.
Committee then rose to report.
Moved by Alderman L.A. Hamilton seconded by Alderman Gardener that the Report of the Finance Committee be adopted as a whole. Carried.
Fire, Water and Light Committee
The following is the Report of the Fire, Water and Light Committee.
We have received the accounts of Templeton & Co., Ofton & McGregor and P. Gonzales for 8.75, 5.00 and $1.25 respectively which the Council referred to this Committee at their last meeting which after being satisfied as to their Correctness we recommend to be paid.
We recommend the Council to instruct the Chief of Police to prepare a stamp for marking the property of the Fire Department of the City of Vancouver.
Also that a Fire Hall be at once erected 24 x 30, 2 stories high, the 1st story to be 12 ft Clear and the 2nd 10 feet with a tower 55 feet high and 6 feet square on top and that the City Engineer be instructed to prepare plans and specifications so that tenders may be asked for at once.
We would also recommend that a Fire Bell be purchased at once the cost not to exceed one hundred dollars.

Committee be adopted with the following Amendment re proposed Fire Hall That the Engineer be instructed to prepare plans and submit the same with estimate of the Costs of erection to the next meeting of the Council.
Report of the Board of Works
The Board of Works met on Thursday July 22nd 1886.
Tender for building Roadway for Steam Fire Engine at foot of Carrall Street were received as follows.
Gibson and Raney $414.00
McDonald and Cameron 457.00
J.M. Ayer 466.00
On the Ground of urgency your Board without waiting to bring the matter before Council awarded the Contract to the lowest tenderer viz Mssrs Gibson and Raney for the sum of $414.00.
With reference to the account of Joseph Huntly for lumber, as the material was ordered without any reference whatever to any member of the Board of Works and as it did not appear that such urgency in the matter was necessary as to warrant this procedure your Board cannot recommend payment of the account.

Report of the Police Commissioners
The Police Commissioners met on July 22nd 1886 and beg to submit the following report.
That we have received the following accounts from Special Police viz
Eugene Gilmore 91.50 Special Police
J.A. Mctall 86.50 Special Police
John Hay 50.00 Special Police
Wm. Stewart 52.50 Special Police
J.B. Thorton 1.90 Goods supplied prisoners
And we ask the Council to Appropriate $282.440 to meet this demand.
Moved by Alderman Northcott seconded by Alderman Humphries that the Treasurer be Authorized to pay to the Amount appropriations as requested by the Board of Police Commissioners.
The Council then adjourned to meet again on Wednesday July 28th 1886
