The Water and Market Committee reported continuing problems finding a steamer to willing to deliver crops and animals to the City Market at the prices the Committee is willing to pay. The City Engineer was asked to look into the cost for adding separate accommodation for women prisoners at the jail. The Alexandra Orphanage thanked Council for their contribution and asked that an Alderman sit on their Board. The By Law to authorize a street light agreement between the Corporation of the City of Vancouver and the Consolidated Railway Co was read three times.

The Council met on Monday June 1st 1896.
Present: His Worship, the Mayor and Aldermen Painter, Banfield, Schon, Mc Phaiden, Clandenning, Brown, MacDonald, Bethune, and Coldwell.
The minutes of last meeting were read and adopted.

Communications

From James Findlay asking what inducements the Council would offer for the encouragement of the establishment of a running machinery manufacturing plant in this City.

From James Irving asking for the City Hall for Saturday the 6th next for the discussion of the fishery question.

The Water and Market Committee met on Wednesday May 27th 1896.
Present: the full Board

It was resolved that owing to the inability of the City to procure a steamer to run between Fraser River points and Vancouver in connection with the Market that the Market be held only one day a week ant that Saturday be appointed as Market Day.

It was resolved that the lease re right of way for water works purposes through the Indian Reserve be ordered to be signed.

The Committee considers Messrs McKenzie Bros offer for running a boat between Fraser River points and Vancouver too high and decline to accept it.

It was resolved to string barbed wire around the reservoir on top of fence.

From the B.C. Iron Works Co. asking for 10 years exemption from taxation in consideration of $100000 being expended by them in new machinery.

Communications

From H. H. Spicer & Co. in relation to their refuse burner.

Resolved that the matter be over for the present and no further action be taken provided, due care as to the safety of the bridge is taken and the day watchman is kept on when necessary in the terms of Messrs Spicer & Co’s letter.

Resolved that the Engineer arrange with the contractor for the dressed walk on Hastings Street.

G. Wright to lay a small piece of single dressed walk in front of Messrs Page Ponsford’s store as far as Granville Street at the same rate per foot namely 38¢ per L ft.

The Board met again on May 28th 1896.
Present: Aldermen Painter, McPhaiden, Schou and Coldwell.
The Engineer reported that the bridges on False Creek had been examined in the spring and the repairs on same were approaching completion. The piles of the bridges in False Creek had been very little affected by the teredo. In reference to the Coal Harbour bridge it had been repaired

about two years ago and is in a satisfactory condition needing a few piles only.

The Engineer also drew attention of the Board to the necessity of a proper footway on the Coal Harbour bridge for the protection of the public in view of the rapidly increasing traffic to the park. The cost of same is estimated at $800.

From Messrs Wilson and Campbell asking that the sum of $99.25 handed to the Chief of Police for rewards to be paid to Officers Butler and Purdy be returned, as the Chief failed to pay the money to these officers but paid it into the City Treasury instead.
Resolved that they be informed that the money was paid to Butler and Purdy of the 7th of May.

Resolved that as R. F. Stoddart who was appointed Dog Catcher has failed to report for duty that the City Clerk be instructed to communicate with A. E. Clark the next lowest tender asking him to accept the position.

Resolved that a special constable be appointed during the summer months as we consider it necessary that a policeman should be detailed to patrol in the park during the bathing season and that the City Clerk be instructed to call for applications.

The Board met again on Saturday May 30.
Present: Aldermen Coldwell, Painter, Banfield and McPhaiden.

Your Committee begs to report that Officers Purdy & Butler appeared before them and offered to pay over the rewards received by them from the Inland Revenue Department for making a seizure of certain contraband cigars. After considering the whole circumstances in connection with this case and in order to avoid unpleasantness with the Department we recommend that the officers be allowed to retain the money.
