Bars and Saloons Must Close Over Sundays – June 10, 1895

The Liquor License By-Law was completed; any infractions must be prosecuted within seven days. Jeweller Geo E. Trorey asked permission to erect a watch sign in front of his store on Cordova Street [pictured here to the left of large Johnson & Kerfoot sign]. The Chief of Police was instructed to “prevent bicycle racing on Cordova Street… and that a rate of travel exceeding 5 miles an hour be not allowed”. The Fire Department received more than forty applications in response to its advertisement for firemen. The Health Department ordered the pigeons at the City Hospital to be shot, as there had been previous complaints from the hospital matron of ongoing pigeon “nuisance” (excrement).

The Council met on Monday June 10th at 8 P.M.
Present His Worship the Mayor and Aldermen Shaw, Coupland, Gallagher, Queen, McPhaiden, Wm Brown, Thomas, Bethune, and W.P. Brown.

The minutes of last meeting were read and adopted.

Communications

From Cook and Dunlap stating that to save trouble they had made arrangements with St George & Co for the supply of valves for the sprinklers which resulted in not being able to finish their contract on time and they asked to be favored with the time necessary to finish same.

The City Clerk was instructed to write to them to finish the sprinklers as soon as possible.

From Geo Bartley, Secretary of the Dominion Day Celebration Committee, asking for a grant of $1000.00 for celebrating purposes.

That the sum of $1000 be donated by Council in aid of the 1st of July celebrations that a portion of it be retained for Labor Day.

From the City Clerk stating that he had examined the petition from H. S. Rowling etal wherein the owners in Block 108, D. L. 196 agreed to give 5 ft each of their lots for lane purposes and found that three of them had not signed.

The City Clerk was instructed to return the petition to have it completed.

From D. McLean etal asking for a six ft sidewalk on the west side of Carl Ave between Prior St and Grove Ave.

From the Texas Lake Ice co tendering on ice for the hospital.

From J. H. Magee asking that steps be taken to compel the owner of Lots 5, 6 & 7, Block 23, D. L. 200 clear same to that his building might not be menaced thereby.

The City Clerk was instructed to draw the attention of the owner of the lots mentioned to the By Law governing the matter.

From the Chief of Police reporting on the Electric Lights

From B. W. Garrah, Reeve of Richmond stating that a committee had been appointed by his council to confer with a committee of the Vancouver Council re tramway matters

and asking that a time and place be fixed in the City for the committees to meet each other.

The City Clerk was instructed to notify him that the Board of Works would meet his committee in the City Hall on Thursday next at 4 o’clock.

Board of Works

The Board of Works held a special meeting on June 5th 1895.
Present: Aldermen Shaw, McPhaiden, Brown and Thomas.

The object of the meeting was to decide in regard to opening up Dunlevy Avenue from Alexander Street to the track as petitioned for.

Resolved that Dunlevy Avenue be graded full width by day work under the Ward Foreman from Alexander Street to the C.P.R. track with as any men as he can work at usual wages.

Captain Logan applied for a sidewalk extension on Seymour Street between Smith and Nelson.

He was told his request would be granted when the old plank was taken off Seymour Street where it is to be cut down in front of the Fire Hall.

From the City Solicitor stating that the Court had made an order to pay into court the sum of $30.85, the amount estimated by the Engineer to be due the contractors on the reservoir contract.

From J. Wigglesworth claiming that he was assessed for a house on Lot 6, B119, D.L. 301 that did not exist and asking that such assessment be struck off for the years 1894 and 1895.

Resolved that the City Accountant be requested to furnish a half yearly statement at the end of the present month.

From Miss Macfie complaining that the washing down for the City Hospital was unsatisfactory and that the milk delivered to the hospital was inferior in quality.

The matter of the washing was left in the hands of the Chairman to examine into and report upon and the milk question was left in the hands of the Milk Inspector to report upon.

The Matron stated that she had engaged Miss Hewitt as night nurse in place of Miss O’Brien resigned and Miss Roycroft as day nurse. Salaries to be fixed at $20.00 and $10.00 per month respectively.

That the appointments be confirmed to date from the time of their engagement by the matron.

From Dr Thomas explaining matters in connection with the case of Juan Alvarado.

The Fire, Market & Police Committee met on Monday June 10th 1895.
Present: the full Board

Resolved that C. C. Park be appointed temporarily to act as police officer in place of M Rae resigned at a salary of $60.00 per month.

Resolved that Officer Borland be paid at the rate of $60.00 per month while he continues to act as police officer temporarily.

Resolved that the following firemen be appointed temporarily at a salary of $45.00 per month:
John Courtney from the 6th of June at 1 P.M.
Andrew Gill  from the 6th of June at 8 P.M.
John McConaghy from the 6th of June at 8 P.M.

Resolved that the Jailer be instructed to purchase a shirt; a pair of shoes and other clothing for the boy tramp, now in charge of the police.

Resolved that the Chief of the Fire Brigade be instructed to put on a cart to water the streets.

Resolved that the tank at the corner of Dunsmuir and Granville Streets be filled in.

From John Devine complaining of a fire being started at a house near False Creek Bridge from sparks from Messrs Sims & Co wood yard.

Resolved that Messrs Sims & Co be instructed by the Chief of the Fire Brigade to have a proper spark-

arrester put in his smoke stack in conformity with the Fire By Law

Resolved that the Chief of the Fire Brigade be instructed to call out his men from time to time so that they may familiarize themselves with hazardous risks in the City.

That he be instructed to notify his drivers to use more discretion and judgment when going to a fire.

That the Chief of Police be instructed to prevent bicycle racing on Cordova Street and that each rider be required to provide himself with a bell for day use and a lamp for night use and that a rate of travel exceeding 5 miles an hour be not allowed.

The Chief of the Fire Brigade reported that Firemen Elliott & Heyward left on the 1st of June and he also furnished a list showing the amount of supplies ordered for each fire hall during the month of May.

The By Law was read over clause by clause.

Clause 2 relating to closing saloons every day at 11 P.M. was struck out.

clause six be amended to read thirty days instead of seven days for laying a complaint: Amendment lost.

Alderman Coupland moved that clause six be amended to read 16 days. Amendment lost.

The balance of the By Law passed without amendments.

The Council went into Committee of the Whole for the consideration of the Wash House By Law.

It was read over clause by clause and reported to Council as complete.

The 3rd reading was deferred.

Notice of Motion

Alderman Shaw gave notice that at next meeting of council he would introduce a By Law to amend the Pound By Law.

The Council then adjourned.
