The Council met on Monday June 11th 1888 at 7:30 P. M.
Present His Worship Mayor Oppenheimer, Aldermen Alexander, Clark, Couth, Dougall, Brighouse, Humphries, Lefevre, and Oppenheimer.
The Minutes of last meeting were read and adopted.
Communications
From H. J. Cambie et al praying that a Sidewalk be laid on Georgia Street. Referred to the Board of Works.
From Mrs. E. Gold et al praying that the Fire Limits be extended from Water Street North.
From G. L. Boyd et al praying that Westminster Avenue be graded to 13th Avenue. Referred to the Board of Works.
From Wm. Webster asking that the Council inspect his Agency on Hastings Street. Filed.
From Mrs. Thain on behalf of the W. C. T. U. asking to be allowed to have a stand on the Streets on the 2nd of July for the Sale of refreshments etc.

We recommend:-
(1) That Quebec Street be opened up to 13th Avenue, 6th Avenue west to the Boundary of 302, and to extend a street running north from 6th Av. to the shore as petitioned for.
(2) That the City Engineer examine and report upon the extension of 7th Av. East to Block 95, 264A and Richards and Seymour Streets from Pacific Street North four blocks with sidewalks on the latter streets as petitioned for.
(3) That Mr. Browning, Assistant Land Commissioner, be respectfully asked to survey Davie, Nelson, and Haro Streets from Burrard Street to Nicola Street; Thurlow, Jervis and Nicola Streets from shore to shore and the streets not surveyed in 541

(4) That in future the alley between Water and Cordova Streets be known as Deighton Alley from Carrall Street to Abbott Street and as Mannion Alley from Abbott Street to Cambie St.
(5) That plans and specifications be prepared for the construction of a draw bridge across False Creek from the foot of Granville Street at a cost not to exceed $ [no figure given]
(6) That the sidewalk on the South Side of Alexander Street be extended to Hawkes Avenue and that Hawkes Avenue be graded from Alexander Street to Powell Street and that one sidewalk be laid thereon; that Carl Avenue be opened from Alexander to Dupont Street full width and that the 4 foot sidewalk on Powell Street between Jackson Avenue and Carl Avenue be lifted and laid on Carl Avenue, and that the sidewalks on Powell Street be extended to Campbell Avenue, 8 ft wide
(7) That the assistant now employed by the City Engineer be paid $75.00 per month from the date of engagement
(8) That the following accounts be paid:

By-Laws
Alderman Humphries introduced a By-Law to amend Section 6 of By-Law No 40 which was read a first & second time.
Committee
The Council went into Committee of the Whole on By-Law with Alderman Humphries in the Chair.
The By-Law was read over clause by clause and reported to Council as complete.
Alderman Humphries introduced a By-Law to amend By-Law No 49, which was read a first time.
Motions
Moved by Alderman Alexander seconded by Alderman Oppenheimer. That the City Solicitor be instructed to communicate

with Mr. E. Crow Baker, owner of Lot 14, Block 64 District Lot 185 with a view of coming to terms for the purchase of the said lot and if satisfactory negotiations cannot be entered into that said Solicitor be empowered to make arrangements for its expropriation. Carried.
Moved by Alderman Clark seconded by Alderman Couth. That $300.00 be voted by Council to defray the expense of sending exhibits to the Toronto Exhibition. Carried.
Moved by Alderman Lefevre seconded by Alderman Clark. That a special Engineer be employed to supervise the plans and the construction of False Creek Bridge, Surface drains, laying of Water and Gas pipes and other duties which may be required by him. Carried.
Notices of Motion
Alderman Alexander gave notice that at the next meeting of the Council he would introduce a By-Law for granting a bonus not exceeding $ ____ to any person or body corporate who will establish a blast furnace and rolling mills within the limits of Vancouver

Alderman Oppenheimer gave notice that at the next meeting of Council he would introduce a By-Law to exempt from taxation the property and establishment of any Company or individual, building and running a proper mill in the City such exemption to be for a period of 20 years, also that at the next meeting of Council he would introduce a By-Law to appoint Park Commissioners said Commissioners to have full power and control and exercise the powers in said By-Law to improve and maintain said park.
The Council then adjourned.
