The Minutes of last meetings were read and adopted.

Communications

From the Chief of Police reporting on Electric Lights.

From the Vancouver Hardware Company asking why they were not awarded a portion of the Hardware supplies.

From J.A. Reid asking for employment.

From A.E. Beck, Collector of Votes stating that the amendments to the Provincial Elections Act will effect {sic} only those persons claiming to vote subsequent to the 21st of February last.

From the Secretary of the Free Library Board asking if parties living outside the City would be allowed to loan books.

From John P. Hale etal, asking for a sidewalk on Hastings Street to be laid to Victoria Drive.

From the Auditor and Treasurer stating that they had audited the Reports of the BC Electric Railway Co for the months of November and December 1897 and found a royalty due the City of $7.90

It was resolved that the rent to be paid by the BC Electric Railway Co on the New Westminster and Vancouver interurban line be fixed at the rate of $50.00 per year for the second five….

From petitioners, asking for a sidewalk on Hastings Street East from Campbell Avenue to Raymur Ave.

E. Calori submitted a plan for brick building to be erected on Lot 6, Block 7, DL 196 Powell Street.
Plan approved subject to the walls of the upper story to be made 12 inches instead of 8 inches as shown.

Plan was submitted by proprietor {illegible} Restaurant, corner Cordova and Carrall Streets for a brick kitchen to be built on CPR Right of Way in rear of premises.
Plan approved being in accordance with requirements of Fire Limit By-Law.

Resolved that the owner of the Oriental Hotel building be notified that the steps leading to the back part of the building from the lane must be removed as they are an obstruction to the lane.

Resolved that the City Clerk and City Solicitor be instructed to take the necessary steps for advertising the proposed wood block paving and fixing the date for the Court of Revision for same.

Resolved that the lanes in Blocks 36 and 38 running parallel to Pender Street be graded by the Wardmen under the Engineer’s instruction.

Resolved that the Foreman for Ward One be instructed to lay a 6-ft walk on the south side of Helmcken Street from Hornby to Burrard.

Resolved that the Wardmen be instructed to lay a tile drain where necessary across Dupont Street opposite the Avenue Hotel under the Engineer’s instructions.

Resolved that the City Solicitor be instructed to draw up a new base for the City Bathing Sheds with Frank Morgan, the present Leessee, for one year only said lease to be continuous from year to year and subject to cancellation at 8 months’ notice by either party.

Resolved that the Health Inspector be instructed to furnish a record book to the Crematory Caretaker in which shall be entered the number loads of night soil delivered at the Crematory and also the Garbage delivered there, also that a return be made monthly of the amount of wood consumed. {NOTE: definition of night soil: human excrement collected at night from buckets, cesspools, and outhouses and sometimes used as manure}.

From the Jewish Congregation of the City requesting that no person be buried in their portion of the public cemetery without their written consent.

From the City Engineer reporting that the roof of the old City Hospital could not be repaired and that a new roof would cost about $50.00.
Resolved that he be authorized to get the repairs made at once and that the Chairman and Alderman Bruce see after repairs to the floor of Operating Room.

Resolved that His Worship, the Mayor be authorized to sign and approve certificates issued for the burial of paupers.

The applications for nurse and cook for the City Hospital were referred to the Council to make the appointments.

That a clause be inserted in the Charter limiting the time to granting a bonus not to exceed ten years, and that a clause be retained requiring a bonus in the shape of water or exemption from taxes be submitted to a vote of the ratepayers in the same manner as if it were a money bonus.

Consideration of By-Laws

That the Rules be suspended to allow for the second reading of the By-Law to borrow $145,000 in anticipation of the Revenue for A.D. 1898.

The By-Law was accordingly read a second time.

That the Council go into Committee of the Whole for the consideration of the By-Law.
Carried.

Alderman Brown was appointed Chairman.

The By-Law was read over clause by clause and reported to Council as complete.

The Rules were again suspended and the By-Law read a 3rd time on motion of Alderman McQueen, seconded by Alderman Painter.

Notices of Motion

Alderman Painter gave notice that at next meeting of Council he would introduce By-Laws to provide for the grading and curbing of Hastings Street between Carrall and Westminster Avenue, Westminster Avenue between Powell Street and Westminster Avenue Bridge, Water Street between Cordova Street and Carrall Street, Alexander Street between Carrall Street and Westminster Av, Richards Street between Cordova and Hastings and Seymur Street between Cordova and Hastings; and also a motion that one third of the cost of the said grading and curbing be borne and paid out of the general funds of the City and that the remaining two thirds of such cost be levied and assessed against the owners of the real property to be directly benefitted by such improvements under the provisions of the section of the City Charger as to Local Improvements and Special Assessments therefor.

And that the City Clerk be instructed to give the requisite notices and the necessary steps take to carry out the said works under the aforesaid provisions in the City Charter. Also that he will introduce …

…By-Laws providing for the paving with wood block pavement of Hastings Street between Carrall Street and Westminster Avenue, Westminster Avenue between Powell Street and Westminster Avenue Bridge, Water Street between Cordova St and Carrall Street, Alexander Street between Carrall Street and Westminster Avenue and Richard Street between Cordova and Hastings Street, Seymour street between Cordova Street and Hastings Street and also amotion that one third of the cost of the said paving be done and paid out of the general funds of the City and the remaining two thirds of such cost be levied and assessed against the owners of the real property to be directly benefitted by such improvements. The By-Law and the motion to be passed under the provisions of the City Charter relating to Local Improvements and Special Assessments therefor.

And that the City Clerk be instructed to give the requisite notices as such steps as are necessary to carryout the said works under the aforesaid provisions of the City Charter.

{Commentary from the Daily News Advertiser – Ald. Townley asked why the streets of the City were numbered and named so badly or not at all. Ald. Painter said that steps were being taken to get plates with the names of the streets made, and that houses were numbered east and west of Carrall Street. The City Engineer stated that the old By-Law arranged for 100 houses in each block, each block beginning with a new number and that a straight line through the City east and west, or north and south, the same number would be found in each street.}

Falkland George Edgeworth WARREN 1834 – 1908

Biography (excerpts taken from https://www.britishmuseum.org/collection/term/BIOG58278, Henderson’s Directories as well as his obituary in the Daily News Advertiser, March 21 1908, pg 4)

Falkland Warren was born in 1834 and joined the army as an artillery officer at the age of 18, serving in India during the 1850s. He was a career soldier and colonial officer who also collected and dealt in antiquities while based in Cyprus (1878-1890). Material from his collection in the British Museum was donated or purchased, including two important bilingual Cypriot Syllabic-Phoenician inscriptions, and numerous large stone and terracotta sculptures, from the sanctuary of Tamassos-Phrangissa.

After his retirement in 1889, Warren migrated to Canada, worked for CP Railway, and in 1893 settled on a ranch at Falkland (townsite was his namesake). He came to Vancouver in 1896, residing at 1223 Georgia, before moving to 911 Nicola Street, where he died on March 19 1908. At least 350 items from his collection were passed to the National Art Gallery in Ottawa (now housed in the Royal Ontario Museum, Toronto).
