Several City Departments amalgamated – March 12, 1895

G.F. Baldwin was put in charge of the Finance & Treasury Department, A. W. Scouller was put in charge of the Health & Plumbing Department, and .J. Brenton was appointed Poll Tax Collector and License Inspector. A By-Law was drafted to appoint a Trustee, and the Street Railway was discussed.

Vancouver March 12th 1895

The Council met on Tuesday March 12th 1895
Present – His Worship, the Mayor and full Board of Aldermen

Moved by Alderman Gallagher.
Seconded by “ Coupland.
That the Council go into Committee of the Whole for the consideration of the motion passed at the meeting of Council on the 4th of March regarding the amalgamating of some of the Departments in the City Hall etc and that Alderman McPhaiden be appointed Chairman. Carried

That the clerical work in the water works department and the Poll Tax Collector be placed under the Treasury Department
Be it further resolved that G.F. Baldwin be placed in charge of the Finance and Treasury Department. Carried.

That the position of Health Inspector and Plumbing Inspector be amalgamated and that A.W. Scouller be placed in charge of each department. Carried

That J. Brenton be appointed Poll Tax Collector and License Inspector
Not Put.

Seconded by ‘ McCraney.
That the Committee rise and report. Carried

The Motions passed in Committee of the Whole were laid over.

By-Laws

Moved by Alderman McCraney
Seconded by “ Wm Brown.
That the rules be suspended to allow the introduction of a By-Law to provide for the election of a Trustee. Carried.

The By-Law was introduced, and read a first time.
Moved by Alderman McCraney
Seconded by “ Thomas.
That the Rules be again suspended and the By-Law read a second time. Carried.

The Council went into Committee of the Whole, for its consideration with Alderman Wm Brown in the Chair.

The By-Law was read over clause by clause and reported to the Council as complete.

The rules were again suspended and the By-Law read a 3rd time in motion of Alderman McCraney Seconded by Alderman Wm Brown.

A communication was received from Chas Grant. Secretary of the Nationalists asking the Council not to grant a lease of Robson or any other Street to the Street Railway Co for a longer period than 3 years. Filed.

That the Council go into Committee of the Whole to discuss Street Railway matters with the Mayor in the Chair. Carried.

On request Mr. F.S. Barnard, Manager of the Consolidated and Light Co addressed the Committee in connection with the double tracking of Granville Street and Hastings Street and the construction of a track on Robson Street. After discussing the matter to some length it was moved by Alderman Gallagher Seconded by Alderman Queen.
That the Committee rise without reporting and ask leave to sit again. Carried

Seconded by “ Bethune
That the City Solicitor draft an agreement for the leasing of Granville & Robson Streets and that His Worship, the Mayor and Aldermen McCraney, McPhaiden, Thomas and W.P Brown be appointed a Committee to advise with him on the subject. Carried.

The Council then adjourned to meet again on Friday the 15th next at 7.30 P.M.
