City Band Found in Good Order  – March 25, 1895

All instruments being used by the City Band were found in good condition. From now on, each Band member must sign in a register book at City Hall for the use of their instrument. Wages for Relief Workers totalled $630, divided among the five Wards. A By-Law to remunerate the Mayor received third reading.

Vancouver March 25th, 1895.

The Council met on Monday March 25th 1895.
Present His Worship the Mayor and Aldermen Shaw, Coupland, Queen, Gallagher, McCraney McPhaiden, Wm Brown, Thomas, W.P. Brown and Bethune.
The minutes of last meeting were read and adopted.

From E Denton Foreman asking the City to obtain a pass for him from the Street Railway Co.
Resolved that the Street Railway Co be requested to furnish a pass for the Street Foreman.

From Geo Martin re injury to North Arm Road by parties cutting lumber on Cemetery Grounds.
Resolved that the City Clerk be requested to notify the parties causing said injury to comply with their agreements with the City.

Milk report from Inspector received and filed.

Resolved
That the Chairman be authorized to see that patients do not remain in the hospital after they have reached a certain stage of convalescence on a Doctors’ Certificate being obtained to that effect.

Resolved.
That S. James be handed the notes from patients in the City Hospital not in the custody of the City Clerk for collection and that he be paid 1- per cent for such collections.

Finance Committee

The Finance Committee met on Friday March 22nd, 1895.
Present, the full Board

The City Clerk furnished a report showing that the amount of insurance carried on the Civic buildings outside the school buildings was $48,000.

It was resolved that Aldermen Gallagher and Thomas in conjunction with the City Engineer be a Committee to value all civic buildings including the schools.

Mssrs Purdy and Williams having served

a week in the City in connection with the Reservoir Contract, the matter was referred to the City Solicitor for attention. The plaintiffs claim is for $14344.64 balance unpaid.

The City Clerk, at the request of Messrs Carbould and McColl brought up the question of the refunding of certain taxes on property belonging to Messrs Inman & Thomson in D.L. 184. It was resolved that the previous decision of the Board be adhered to.

The City Solicitor stated that John Marton would withdraw his appeal against the assessment of his property provided the City would assist him in ejecting a squatter located partly on his property and partly on the north end of Denman Street.

It was resolved that the Board of Works be asked to have the end of the said street graded under the advice of the City Solicitor.

Alderman Coupland stated that he had visited the band room and found all the instruments belonging to the City there and apparently in good condition.
He advised that a new agreement be drawn up and signed by the present holders of the instruments.
A deputation from the Band waited upon the Committee and urged:

  1. That a member of the Council be appointed a member of the Band.
  2. That a new agreement be drawn up.
  3. That the usual yearly grant be made to them.

It was resolved that the City Clerk be instructed to have a register furnished in which each member shall sign for his

Instrument and that each such register be kept in the City Hall.
The question of a grant was not considered.

From D. McGillivray asking for 90 perct of the cost of the rails delivered to the City
Laid over for one week.

From Evan Thomas asking that the license on the Opera House be remitted for at least 3 years.
Laid over for the introduction of a By-Law.

From Mssrs Wulfssohn & Bewicke asking for a share of the City’s Insurance.

That the Rules be again suspended and the By-Law to fix the Mayor’s remuneration read a second time.

The Council went into Committee of the Whole for the Consideration of the By-Law with Alderman Wm Brown in the Chair.

The By-Law was read over clause by clause and reported to Council as complete.

The rules were again suspended and the By-Law was read a 3rd time and Motion of Alderman McCraney Seconded by Alderman Queen.

Notice of Motion

Alderman Bethune gave notice that at next meeting of Council he would introduce a By-Law to fix the renumeration for Alderman.
