Vancouver Seeks Authority to Make Grants – March 30, 1896

Council contacted the Provincial Government asking that the Municipal Act be amended so that “authority may be given to Municipalities to make a grant in aid of the celebration of Dominion Day and such other public gatherings as may be from time to time considered in the interests of a Municipality so to do”. By-laws to regulate wash houses and to remunerate the Mayor were given third reading.

The Council met on Monday March 30th 1896.
Present. His Worship the Mayor and Aldermen Painter, Shaw, Banfield, Schon, McPhaiden, Clandenning, Brown, MacDonald, Bethune and Coldwell.

The Minutes of last meeting were read and adopted.

From the Trades & Labor Council and the Secretary of a public meeting held in the Market Hall asking the Council to submit a By-Law to authorizing the raising of $5000 for regatta purposes.

The Water and Market Committee met on Wednesday March 25th 1896.
Present the Full Board.

It was resolved to allow S. Madison the sum of $50.00 as a recognition of his services in diving during the time of the repairs to the submerged main in 1895.

It was resolved that the balance of purchase money on hand be applied to capital account.

It was resolved that the water trough now lying at the corner of Granville and Georgia Streets be placed at the corner of Granville & Robson Streets.

It was resolved that the charge for weighing sheep on market scales be placed at 24 each and for hay and grain as follows:- 1000 to 2000lbs 154, over 2000lbs, 20cts.

It was resolved to throw a small bridge across the Capilano River at the dam.

From J. McDonald asking that the sidewalk in front of the Empire Hotel Water Street be repaired.

The Engineer reported in reference to the log culvert at Beach Avenue which needs repairing that to make satisfactory permanent job would cost between $750 and $1000.

Resolved that the order for calling for tenders for this piece of work stand over pending the estimates as it is more costly than was anticipated, in the meantime the Ward foreman to temporarily repair it.

Resolved that the foreman of Ward 2 open up Dunsmuir Street between Cambie & Beatty Streets.

Resolved that the Police Department be requested to prevent Steamers from tying up at the City Slip at the foot of Gore Avenue as it is intended to repair it to get it ready for the delivery of rock.

Whereas at present there is no authority vested in the Council of the City under the Municipal Act to make any grant of money to aid in celebrating Dominion Day or any other event taking place in the City which it might be considered expedient to aid.
And whereas it is considered that it would be in the interests of the City that such power should be given so that the Council of the City may, if considered desirable, make a grant in aid of any celebration or public gathering.
Be it therefore resolved that the Mayor be authorized to forward a petition to the House of Representatives praying that the Municipal Act be amended so that authority may be given to Municipalities to make a grant in aid of the celebration of Dominion Day and such other public gatherings as may be from time to time considered in the interests of a Municipality so to do.
