Pender Street in Unsafe Condition – November 8, 1897

J. J. Sparrow complained of the disgraceful condition of of Pender Street (pictured) in front of his stables. Rent for the market hall fixed $20 for dances, $15 for concerts, $5 for Sunday during the day, $8 for Sunday night. The Finance Committee informed the Trades and Labour Council that the City won’t be clearing acreage in Stanley Park this year, due to lack of funds.

The Council met on Monday November 8th 1897

Present: His Worship the Mayor and Aldermen Townley, McQueen, Neelands, Clandening, McPhaiden, Brown, W.S. MacDonald, Bethune and D.G. McDonald. The Minutes of last meeting were read and adopted.

Communications

From J. C. Lynn Smith etal asking for the opening up of Denman Street {from Georgia to Beach Streets} and the placing of a light thereon.
Referred to the Board of Works & Light Committee.

From the Chief of Police reporting on the electric lights.
Filed.

From J. J. Sparrow calling attention to the disgraceful {dangerous} condition of Pender Street in front of his stables.
Referred to the Board of Works.

From L. J. Cady calling attention to the bad condition of the sidewalk on 5th Avenue {between Prince Edward and Carolina Streets}.
Referred to the Board of Works.

From Ramsay Brothers tendering an account for repairing a sewer {$6.00} in rear of their factory. Referred to the Board of Works.

From the Secretary of the Free Library Board asking for the balance of the appropriation. Referred to the Finance Committee.

From Mrs. S. E. Boyes asking for the opening of a lane {from Westminster Avenue} between 14th and 15th Avenues.

Water & Market Committee

The Water & Market Committee met on Wednesday October 27th 1897.
Present: the full Board.

It was moved by Alderman Painter

That the Chairman and City Engineer be authorized to purchase chairs for the Council Chambers and Hall in the Market Building.
Carried.

Resolved that the rent for the Market Hall be as follows:

$20 for dances, $15 for concerts, $5 for Sunday during the day, $8 for Sunday night. This resolution to rescind a former resolution fixing rental.

A communication was received from Harry Lindley applying for a lease of the Market Hall for a term of two months at a rental of $60.00 a week.

Resolved that the Market Hall be leased to Mr. Lindley at a rental of $60.00 a week and subject to such terms as may be arranged. Lease to date from Dec 8th 1897.

The Finance Committee met on Friday November 5th 1897
Present: Aldermen Brown (in the Chair), Clandening & Townley

The following accounts were recommended for payment:

Resolved that the new addition to the City Hospital be insured for $5000 as follows:
$1000 in a company represented by J.J. Banfield
$2000 in a company represented by Irons & Richards
$2000 in a company represented by Rand Brothers

Resolved that the City Hall be reinsured for $3000 in companies represented by H. T. Ceperley & Co, viz the Western & Alliance.

Communications

From the Trades & Labor Council asking what the intentions of the Council were regarding the proposed By-Law for clearing a portion of Stanley Park be called Jubilee Park.
Resolved that they be informed that it is not the intention of the Council to do anything this year for lack of funds.

From Macdonell and Deacon, Barristers asking for the return of $25 fine and interest thereon imposed on Thomas Marshall in the Police Court and also asking for the return of all licenses collected from him during the past five or six years.
Resolved that the $25 be returned without interest.

That the President of the Street Railway Co be communicated with re the reopening of Powell Street Railway Service.
Carried.

Notice of Motion

Aldermen Brown gave notice that he would move that the necessary steps be taken to have the powers granted the Street Railway Company to run cars on Ninth Avenue forfeited as the Company has failed to carry out the terms of their agreements with the City respecting the running of cars on Ninth Avenue.

The Council then adjourned.
