Colonel Domville Entitled to Refund for Steamer Access to Bridge – October 24, 1898

The City Solicitor giving it as his opinion that Col Domville was entitled to the refund of the amount paid by him to the City for the removal of a portion of Granville Street for getting his boat through. During 1899, the steamer ran from Dawson to Whitehorse every six days, connecting with the Clifford Sifton to Bennett. On June 12, 1899, the ship was wrecked in Thirty Mile River while under command of Captain Syd C. Barrington; a total loss. The riffle was known for years as the Domville Bar.

Vancouver October 24th 1898

The Council met on Monday October 24th 1898
Present: His Worship the Mayor and Aldermen Townley, Painter, McQueen, Neelands, McPhaiden, McGuigan, Brown, Foreman, McMorran and Bruce.
The Minutes of last meeting were read and adopted.

Communications

From Alfred Whitaker, complaining about the street light being out continuously on the corner of 13th Av and Ontario Street.

Moved by Alderman McQueen.
Seconded by Alderman Bruce.
That the Chairman call a Special meeting of the Light Committee to consider this and other light complaints.
Carried.

From R.G. Tatlow, Chairman of the Park Commissioners stating that he had warned the public previous to the 1st of July that the Brockton Point Landing was unsafe, and enclosing copy of notice and also are sent to the Mayor.
Referred to the City Solicitor. 

From H.P. Shaw, asking for a light on the corner of Burrard and Barclay Streets.
Referred to the Light Committee.

From Davis, Marshall and MacNeill, asking what decision had been arrived at re claim of Col Domville.

From the City Solicitor giving it as his opinion that Col Domville was entitled to the refund of the amount paid by him to the City for the removal of a portion of Granville Street for getting his boat through.

From the Dominion Bridge Co. objecting to the penalty clause of $25 per day in the Granville Street Swing Bridge Contract, but agreeing to have it made $5 per day.

That the amended contract for erection of the Street Swing and Span in Granville Street Bridge be signed by the Mayor and City Clerk and the Corporate Seal attached and their copy forwarded immediately.

From the City Clerk reporting the defeat of the Parks By-Law and the Carrying of the By-Law to refund to the estate of D. Oppenheimer, the sum of $500 and the By-Law to raise $12,000 for Wharf purposes at the end of Heatley Av.

From John Leg, asking for the extension of sidewalk on Burrard Street west of Pendrell and other improvements as 15 houses are to be erected on that street.

From Sidney Hollyer asking that Pender Street be fixed in front of his premises.

A communication was received from Miss Macfie asking that her duties be defined in the City Hospital.

Resolved that ThP. Beckett be paid at the same rate as Frank Humphreys while he acted for him during his absence.

That Dr. Bentley be asked to examine the hospital medical accounts each month before they are presented to the Board.

That in future it is advisable that a member of the Treasurer’s Staff in conjunction with the Treasurer count the amount due to each workman of the Board of Wards and Water Works Department and place same in envelopes with the name written thereon and that such member of the Treasurer’s Staff take the amounts necessary to pay cash gang and proceed on the street car or other conveyance to the place where each gang is working, paying each man and receiving his signature to the pay roll for the amount received.

That the By-Law to provide for the raising of $12,000 for constructing a Wharf at the end of Heatley Avenue be read a 3rd time.
