Consolidated Railway & Light’s Wires Must Come Down – September 3, 1895

The Consolidated Railway & Light Company must disconnect all electric wires attached to the water pipes; the City Electrician to report on any damage to the pipes. Vancouver to write to North Vancouver Council about their previous agreement to build a road up from the Narrows to the dam. Council to meet again on the following evening.

The Council met on Tuesday September 3rd 1895.
Present: His Worship, the Mayor and Aldermen Shaw, Coupland, Gallagher, Queen, McPhaiden, Clandenning, Brown, Sanders, McDonald, Bethune.

The minutes of last meeting were read and adopted.

Communications

From G.F. Moncton, stating that he was negotiating with English capitalists as to the erection of a smelter in Vancouver and asking for assistance.

From P Gendron asking for a rebate on his taxes in consideration of his building being burned down.
Referred to the Finance Committee

From Thos H. Moore etal asking for a sidewalk on 10th Ave.
Referred to the Board of Works

From John Brenton, drawing attention to defects in the Health By Law.
Referred to the Finance Committee

From the Secretary of the Trades & Labor Council asking the Council to have the By Laws printed in the local papers.

From D. McGillivray agreeing to do the paving at the corner of Hastings & Carrall Streets on the same terms as that on Hastings Street.

From the U.S.S. Co (United Steam Ship Co) enclosing order from D.K. Campbell for $52.00 for hire of blocks etc.
Laid over till estimate is passed from W.S. Gore granting lease to the City of the pipe line etc through the Indian Reserve.

From the Vancouver Gas Co making an offer to light the City by gas, also offering to sell plant.

From E.J. Curran asking for a situation
Resolved that Mr Curran be informed that at present, there is no situation vacant.

It was resolved to write to the Municipality of North Vancouver asking that they propose to do with regard to the agreement re road from Narrows to dam along the pipe line, as the City is desirous to have the matter settled.

It was resolved to pay J. Buillon $12.00 for hay cut on his property.

Fire, Market & Police Committee

The Fire, Market & Police Committee met on Tuesday September 3rd 1895.
Present: the full Board

The applications for Chief of Police, Patrolmen and License Inspector were opened and referred to the full Council to make the appointments.

The City Clerk acting under instructions from the Committee wrote Mr R. A. Anderson the following letter:

Dear Sir
Alderman Gallagher has decided to call a meeting of the Police Investigation Committee tomorrow Thursday at 8 P.M. to give you an opportunity to set yourself right on the statements made by one C.H. Barnwell.
Any witnesses you may wish to have present to give evidence will be subpoenaed. I would like a list of their names as soon as possible.

Mr Anderson sent the following reply:

In reply to your communication of the 28th inst. I would ask you to kindly read my letter to Mr Gallagher again. As he may have more time at his disposal than I, It would be in his line to find out the names of the parties in whose houses these machines were placed and have them all called to give evidence.

From E. Cook asking permission to use the portion of Water Street opposite lots 11 & 12. Block 6 DL 7 for piling materials.
Granted on the usual conditions as to bond or deposit.

Plans for the Twigge book Block to be erected on Water Street at lots 11 & 12 DL 7 were approved subject to their being found to comply with the Fire Limits By Law by the engineer and copies of the plans being deposited in the engineer’s office.

From A.E.E. Clark in reference to an amount of $891.40 due her from Co H. Kendall contractor for crushed rock under an agreement dated December 29th 1894.
Referred to the City Solicitor for his advice in the matter.

From D. Gibbons requesting payment to the order of Thos Dunn & Co of the sum of $22.65 to be charge against monies coming to him on his Dundas Street contract.
Referred to the City Treasurer

From D.A. McKenzie etal petitioning for a sidewalk on Bridge Street from the bridge to 7th Av.
Laid over it being recommended that it be considered among the first applications next year as there are

From F. Foubert of the Clarence Hotel asking permission to put up a small post at the SW corner of Pender & Seymour Streets to carry an overhead cloth sign.
Granted subject to removal at any time when ordered by the Board of Works.
