Increased Vessel Traffic in Port of Vancouver – September 19, 1898

Council reminded the Federal government of the urgent necessity of having dolphins placed as speedily as possible in the narrows at the entrance of Burrard Inlet for the protection of the greatly increased and increasing number of vessels entering the Port of Vancouver. The Police and Firefighters’ Committee received a complaint from L.J. Cady, “complaining”that two boxes of cigars left in charge of the Police as stolen goods and claimed by him were returned empty“.

Resolved that this Board recommends that Block 51 D.L. 541 Block 89 D.L. 196 and portions of Blocks 106 and 110 D.L. 196 be included in the Blocks to be purchased for Recreation Grounds and that the Assessors be instructed to value same before next Monday’s Council Meeting.

From G.R. Maxwell Esq. M.P. enclosing two communications from the Hon. F. W. Borden, Minister of Militia in relation to the control of Stanley Park by the Corporation of the City of Vancouver, wherein the Minister stated that the Department might give a lease for 21 years renewable under which the City would have all the power they desire the Government reserving the right to take possession if necessary for military purposes also with a clause in the lease holding the Department harmless from any trouble which might arise from dispossessing the squatters referred to.

If this could satisfy the civic authorities he should be glad to have it Carried out as soon as possible.

Referred to the City Solicitor to take such steps as he may deem necessary.

Resolved that the City accountant be instructed to ascertain the value of the furniture purchased for the Woman’s Ward of the City Hospital with a view of having same insured.

From the Chief of Police reporting that Officers Wylie, Baynes and Calbick absented themselves from the City on the night of the 11th inst and went over to see the Westminster Fire smashing their rig and injuring themselves on the way.

Resolved. The Chief of Police reported that Police Officers Wylie, Baynes and Calbick on the night of the fire at Westminster hired a rig and went over without asking leave or reporting to the Chief.

In motion Alderman McQueen it was resolved that the officers referred to be reprimanded and warned that a repetition of such an offence will be followed by immediate dismissal.

A dolphin is a man made berthing or mooring structure that extends above water level and is not connected to the shore or any other structure like a quay wall or jetty. Dolphins increase the berthing surface when aligned with an existing pear or jetty, or they can provide independent mooring points. They are also commonly used to host navigation aids and beacons.
