Contracts awarded for Hastings, Water streets – September 20, 1886

Messrs. McDonald and Cameron given the contract to develop Hastings Street from Howe to Westminster Avenue sections of Hastings Street. Hugh Keefer given a contract for gravelling that portion of Water Street west of Cambie Street to connect with the C.P.R. planking.

The Council met on Monday September 20th 1886 at 7.30.

Present Aldermen Balfour, Cordiner, Coldwell, Dunn, Griffith, Humphries, E.P. Hamilton and Northcott.
The Minutes of last meeting were read and adopted.

Reports

The Fire Water and Light Committee met on Monday Sept 20th 1886 at 7 p.m. and submit the following report.

We have received applications for the position of Fire Engineer and after considering them have appointed Mr. Cameron to the Position at $60.00 a month and we ask the Council to confirm the appointment.

Moved by Alderman Dunn seconded by Alderman Coldwell that the report of the F. W. L. be adopted. Carried.

The Finance Committee met on Wednesday September 15th 1886 at 2 p.m.

The following accounts referred to this Committee were examined and found correct and we recommend their payment.

Report adopted on Motion of Ald. Northcott seconded by Ald. E.P. Hamilton.

The Board of Works met on Saturday September 18th, Monday Sept 20th 1886.

The Account of Messrs. McDonald and Cameron for $20.00 for grubbing and levelling ground around tank on Oppenheimer Street was examined by us and being found correct we recommend it to be paid.

In answer to the call for tenders for the improvement of Hastings Street from Howe to Westminster Avenue and Powell Street from Carrall to Jackson Avenue, we have received the following.

And we recommend to the Council the awarding of the Contract for both portions of Hastings Street to Messrs. McDonald and Cameron theirs being the lowest tender.

In the matter of Powell Street we do not consider it advisable to recommend the awarding of the Contract until a new estimate of the work is made.

We would recommend to the Council that Hugh Keefer be given a contract for gravelling that portion of Water Street west of Cambie Street to connect with the C.P.R. planking 18 feet wide and one foot deep at $2.00 per yard and 37 1/2 c per yard for grading and making ready for gravelling payment to be made after collection of taxes and that Alderman E.P. Hamilton be authorized to put down a box drain across said Water Street.

The Council went into Committee of the whole on Report of Board of Works with Alderman E.P. Hamilton in the Chair.

The Report was read over Clause by Clause and adopted.

Moved by Alderman Dunn seconded by Alderman Northcott that the Report of the Board of Works referring to the Powell Street improvements be adopted and that the Board have full power to deal in the matter after the new estimate is completed. Carried.

The Committee then rose to report.

by Alderman Balfour seconded by Alderman Dunn that the Report of the Board of Works be adopted as amended in Committee. Carried.

A Petition was read from the property owners on Oppenheimer Street between Carroll and Jackson Avenue praying for the Improvement of the same.

Moved by Alderman Balfour seconded by Alderman Dunn that the Petition be referred to the Board of Works to take immediate action in the matter as soon as the Clerk has certified that the petition is signed by the necessary number of owners on the said street. Carried.

Notices

I desire to give notice that I intend to introduce a By-law at the next regular meeting of Council to authorize the issuing of Debentures to the amount of seven thousand five hundred dollars to defray the cost of the Local Improvements on Carrall Street.
