The Council met on Monday November 22nd 1886 at 7.30.p.m.
Present His Worship Mayor MacLean (in the Chair)
Aldermen Balfour, Coldwell, Cordiner, Dunn, Griffith, Humphries, E.P. Hamilton and L.A. Hamilton.
The Minutes of last special meeting were read and adopted.
Communications
From C.G. Johnson agent for J. and J. Taylor, asking the Council to authorize the signing of a note in favor (sic) of the form at 12 months in payment of the price of a safe for the City.
Moved by Alderman Dunn seconded by Alderman Griffith
That the Mayor and City Clerk be authorized to execute a note on behalf of City in favor (sic) of J. and J. Taylor if the said safe be found as ordered.

From C.G. Johnson re holding of County Court in City Hall.
Moved by Alderman L.A. Hamilton seconded by Dunn
that the City Hall be granted for the purposes of holding the Monthly sessions of the County Court and that one of the Police Officers attend the sessions of the Court to act as County Court Constable,
that a charge of $5.00 per diem be made for each days session of the Court as rent for Hall,
that a charge of $2.00 per diem be made for the services of a police officer for each day in attendance and that the Chief of Police be authorized to appoint a man for this duty from the force,
that the Finance Committee be authorized to meet with Mr. Johnson immediately after the meeting of Council to ascertain what is required in the way of furniture, and that said Committee be authorized to purchase the same chargeable to the fund for the erection and furnishing of the City Hall.

that Communication of Thos. C. Sorby be referred to the Board of Health with power to act.

Summons from Pooley & Davie re suit of Thos. Fennel against the City.
Moved by Alderman Balfour seconded by Alderman Griffith,
that Mr. Blake be instructed to act as Solicitor for the City and that he be empowered to employ a Barrister in Victoria to defend the case and that the Chief of Police be also instructed to assist Mr. Blake in endeavouring to discover evidence in the matter.

From Hon. William Smithe in reference to the granting of 18 inches of Lot 2 Block 2 to George Byrnes.
Moved by Alderman Balfour seconded by Alderman E.P. Hamilton
that the communication of Hon. William Smithe be referred to the Finance Committee and that they be authorized to report to Council on a suitable site in exchange for Lot 2 Block 2. Carried.
From Hon. Wm. Smithe acknowledging receipt of letter from City Clerk re granting of one thousand dollars towards the improvement of Westminster Avenue.

that the Mayor and City Clerk be and they are hereby instructed to sign a contract with R.R. Giltner to furnish the City with 20 street lights at such points as this Council may decide on for a term of two years at $160.00 per month said contract to be approved of by the Fire Water and Light Committee.

The following is report of Board of Works.
The Board of Works met on Monday November 22nd 1886 at 3.P.M.
An estimate of the Work done on Hastings Street East and West by Messrs. McDonald and Cameron was presented to the Board which after due consideration we recommend to the favorable (sic) consideration of Council.

On motion of Alderman Dunn seconded by Alderman Balfour the Report was adopted.
Moved by Alderman L.A. Hamilton seconded by Alderman Dunn,
that Debentures to the amount of 90 per cent of estimates in favor (sic) of Messrs. McDonald & Cameron for the improvement of Hastings street be handed over to the contractors on their order as soon as debentures are prepared.

Finance Committee met on Monday November 22nd 1886 at 2.p.m.
The following accounts were considered and recommended to be paid.

This Board would recommend that the General Debentures for $14100 be signed forthwith and lodged in the Bank of British Columbia, Vancouver and that the Finance Committee be authorized to borrow on the strength of said debentures sufficient to pay any accounts passed or that will be passed before the sale of the said debentures, properly chargeable to the fund to which they belong and that the debentures for $6900 be also signed and sent to Mr. Ronald’s bankers at Brussels, Ontario through the Bank of British Columbia Vancouver.

Report adopted on motion of Alderman E.P. Hamilton seconded by Alderman Coldwell.
Notice of Motion
Alderman E.P. Hamilton gave notice that he would at next meeting of Council introduce a resolution to donate John P. Lawson a sum of money for past services and increase his salary.
By-Laws.
Alderman L.A. Hamilton introduced the following By-Laws which were read for a first time:
(1) A By-Law to authorize the raising of $4000 for the improvement of Hastings Street from Westminster Avenue to Carrall Street.
(2) A By-Law to authorize the raising of $10000 for the improvement of Hastings St. from Carrall Street to Howe Street.
(3) A By-Law to authorize the raising of $6500 for the improvement of Oppenheimer Street from Carrall Street to Jackson Avenue.
Moved by Alderman L.A. Hamilton seconded by Alderman E.P. Hamilton
that By-Law to authorize the raising of $4000 debentures for the improvement of Hastings Street from Carrall Street to Westminster Avenue be read a second time. Carried.
The Council then went into Committee of the Whole with Alderman L.A. Hamilton in the Chair.
In Committee the By-Law was numbered 19 and read over Clause by Clause after which the Committee rose to report the By-Law as amended on motion of Alderman Dunn.
Moved by Alderman L.A. Hamilton seconded by Alderman E.P. Hamilton that By-Law No 19 be read a third time. Carried.
Moved by Alderman Dunn seconded by Alderman E.P. Hamilton
that By-Law No 19 be engrossed, signed and sealed by the Mayor and City Clerk and a copy sent to the British Columbia Gazette for publication.
Carried.
An estimate of the amount of money required for ordinary expenditure was read and referred to Finance Committee.
Also the report of the Police Commissioners showing the number of licenses granted, the amount in arrears and the persons closed for failing to comply with the License By-Law.
The Council then adjourned.
